Yep, 12 ranks in the skill plus the Int modifier is +15

Plus whatever other modifiers he brings to the table. Specialization helps occasionally, many professional abilities off synergy bonuses, that sort of thing.
But yes, K.G. is correct, the "maximum skill level" referred to in the books is simply the number of skill ranks.
