The Dartbird-class patrol boat was conceived as a resource-efficient system for maintaining Romulan presence in some of the Star Empire's expansive, low-threat territories. Based loosely on the design of the Theta-class swift courier, it appears somewhat longer and sleeker than that design. With simple construction and minimal crew requirements, it could patrol wide areas cheaply and free up the huge Warbirds for more important duties.
A favorite tactical employment of the Dartbird is to allow the cloak to decalibrate slightly, allowing some emissions to escape and letting potential adversaries know a cloaked ship is in the vicinity, without revealing what class of ship it is. Opponents are often reluctant to cause trouble when they don't know if the cloak conceals a Dartbird or a Warbird.
Close study of the design specs may reveal that it has great potential for upgrades in several areas. In fact, the Tal'Shiar operates Dartbirds that are upgraded with 4C6 warp nacelles (warp 4/8/9.9), type E PIS, class 9-O power core, type 4 Beta Epsilon comm systems, class F transporter coils, class 10 cloak, and type 5 Eb'el disruptors.
Federation personnel have not encountered the Dartbird often. They refer to it as "PT boat", "mosquito boat", or "skeeter". But they have learned that it packs quite a punch for a small craft, and that it is willing and able to call for reinforcements.
