sorry...been gone a while. I'm picking up the notes and dusting them off. Will have a Shi'Khar class ready in the next few days
A brave little theory, and actually quite coherent for a system of five or seven dimensions -- if only we lived in one.

Sure. The rules are scattered across a few notebooks. Let me assemble them into a text file and I'll post them to the thread.

Here are the draft construction rules my group started for the STO conversion. Some haven't been thoroughly play-tested yet so they might be a bit hinky. Hope you find them useful and feedback is always appreciated.

Glad to hear it! Let me know if you have any questions. I'm also working on some personal equipment rules, namely personal shields, and a revised starship building tool that will allow folks to build cannon or non-cannon ships including my STO rules, save, print or generate a random threat vessel based off pre-existing stats. If any of that is of interest l'll post later.

If we're using the game as a guide, I think the Shi-Khar you have statted out above is a little gun-heavy? the frigate in-game only has 3 weapon slots, 2 fore and 1 aft. But if you're hybridizing with the CODA Miranda I can see the load out. I'd probably use Type IIA phasers (the default starting weapon in-game).

Also if you're using the rules on shield enhancements as written, then the grid would lose its regenerative properties with the resilient enhancement. Maybe a standard grid might work better?

Overall she seems like a tough little ship...

    DESIGN HISTORY

The Vesper-class cruiser design study was commissioned in the late 2370's during an era of relative peace and prosperity. After the abortive Reman take over of the Romulan senate and the positive responses of the Romulan Empire to Federation diplomatic overtures, Starfleet looked to build a cruiser that could fill the gap between the Nova-class scouts and the aging fleet of Nebula-class cruisers. Starfleet felt that while the Nova was a capable platform, its limited ability to remain on-station for great lengths of time were detrimental to long-term scientific study. Returning to the more traditional hull form of saucer/dorsal/engineering hulls, the designers at the Proxima Fleet Yards drew many design elements from the most successful exploratory cruiser of all time, the venerable Excelsior class in their design of the Vesper.

The destruction of Romulus by the Hobus supernova and resulting instability in the quadrant delayed her launch and altered the Vesper's design profile. The ASDB stripped the old Class V phasers and replaced them with the new Class IIA phasers It also replaced the original shields with a newer FST-1a grid, which had a much higher resistance to incoming fire than the original design. Finally, The engines were uprated with Quantum Slipstream couplings; while a Quantum Slipstream Drive was not installed, it is available for future implementation as needed.

The crown jewel of the Vesper-class are its sensors, the sensor suite is modeled after the systems found in Sovereign-class explorers however the old hull form allows for better placement of the lateral sensors giving the Vesper slightly better resolution than its larger distant cousin.

Conditions aboard ship are pleasant but not luxurious, and while families are not allowed aboard as part of a standard mission profile, accommodations such as 2 full holodecks and a large arboretum would allow for families on a long deep-space exploration mission. The standard mission duration of a Vesper-class cruiser is 5 years, with refits scheduled every 10.

Note - the attached image was made by me, the model for the cruiser was made by me in Blender and is totally original and not ripped from the game, though I used the game imagery for reference and is not intended as a violation of copyright by Cryptic, CBS, etc. (not tooting my horn, just got gigged earlier for accidentally posting copyright material).

The creation of the ShiKhar class light cruiser was something of a combination of desperation and horrified realization in the aftermath of the Dominion War. After the signing of the Bajor Peace Treaty and all involved parties sat down and took time to take stock of their surviving vessels. Which was to say, not many over a certain age. A full 95% of all ships that engaged the Dominion designed before 2300, even after upgrades annihilated or broken beyond recovery. Not to mention replacement of dead crews.

Particularly painful was the need for a general light cruiser/frigate that could fulfill the workhorse roll of the Miranda, which proved to be little more than a clay pigeon to the Jem'Hadar and Breen. Starfleet had been coasting on the general design of the last century, quietly ignoring it's obsolescence issues during peacetime and upgrading it where they could, but the pressing of every ship into service (through lack of choice), made the Miranda's vulnerability a prime target for Dominion ships.

A year of data analysis from the war along with historical data was compiled by the SFDB, detailing all specific known flaws within the Miranda design, as well as it it's general benefits. While the general frame of the Miranda class was serviceable and easily constructed (a benefit in the Post Dominion War economy), the vessels design methods of construction and super-structural framework was to be consigned to history, as Starfleet command wanted a new general workhorse that could handle modern demands, but still be easily built to meet the demand for a new fleet in a comparatively short period of time.

The prototype's keel was started at T'liz Freight Shipyards at Vulcan....By virtue of it being one of the few shipyards that had not been destroyed in the Federations Core worlds during the Dominion's assault. The new keeps retained the general overall structure of the Miranda, but far more refined with lighter and stronger materials that had become cheaper during the century and a half since the first Miranda keel was lain out.

Work on the ship was slow as the majority of the Federation's resources were going into relief efforts, and desperately needed repairs for the remaining Merchant Marine, civil shipping, and Starfleet construction facilities (Utopia Planetia being destroyed during the Dominion Invasion). Production delays, various ideas proposed by design teams low on resources causing structural changes, and arguments between the newly-promoted post-Dominion War Admiralty nearly killed the project on several occasions and caused stoppages while various details or new systems were added.

Eventually, after decades of development, the prototype had it is first test flight. Which went swimmingly, as many of the newer systems integrated into the ship had been tested elsewhere in other vessels, with only minor adjustments needed for the new ship frame. In fact, after the initial shakedown reported no problems, Starfleet placed a rather large order for the Shi'Khar to back fill it's order of battle and Support fleets, which was finally able to be fulfilled by the rebuild and more decentralized Starfleet Corp of Engineers (who had learned centralization of production was a bad idea in the Dominion War Aftermath).

The ShiKhar and the Seleya (a Medical Cruiser variant) are now a common site within the Federation, often given to Lt Commanders as a first assignment in Command Training, plying the space ways and rendering assistance where needed

Note: Seleya Class Cruisers remove the torpedo launchers, freeing up space in the aft quarter of the vessel for cargo or medical modules to be added
