Some franchises hire people specifically to provide for consistency, there are also people hired for films whose entire job is to ensure that props are where they are suppose to be from take to take; even then things slip through the cracks. That being said, there does need to be someone who is a "technical expert" when it comes to cannon.

Bormanis and a regular continuity assistant are totally different jobs, though: the technobabble editors are essentially another set of writers. Same with any show, a different set of writers will write different stuff.
