Shouldn't the Defiant be an NCC with a -A affixed? or is your campaign set a tad earlier than this?

OK, now for a reasoned explanation. Perhaps Starfleet negotiated for a Second Romulan Cloaking device and it was the presence of said cloaking device that required the NX designation? Yeah, that'll fit.
