I'd work backwards from what skill you want PCs to use to avoid, find or reprogram them. The main difference is that CODA has saves so, either Quickness or an Observe vs. programmers test result might make sense just to avoid being in the blast radius. Not sure the best way to deal with the randomness factor; maybe rolling a d6 for every scene or discrete area the PCs move to (every 'set change' on a show, I guess) and a Houdini is a risk on a roll of 1 or 2 depending on density.
Dramaturgically (I guess) you'd also want a lot of NPCs around the PCs to demonstrate that they're there without killing or maiming a PC right off the bat. Or, you could just let the PCs walk into the risk of being blown up totally randomly to remind everyone that there's a war on.
