History-
The Chang-Class is a mostly non-aligned Class of Scout Ship, mostly given NSP and NAR Registries, and built at Elas, Troyass, Argelius, Morena, Tellar, Cait, Alpha Centauri and 40 Eridani A at a combined rate of 40 per year. They are highly successful, and based on taking the Oberth-Class, and updating it with newer, more luxurious/artistic aesthetics, with additional Hull reinforcing; - the last eight go into three different museums in 2405-2410.
