Not entirely certain, but I think it's 8 Development Points or 15 XP, roughly the same as Starfleet Academy Training. Each course generally lasts 4 to 8 weeks.

The Naval Fighter Weapons School ("Top Gun") is currently located at Naval Air Station Fallon in Nevada. The move happened some years ago when the navy consolidated its advanced tactical schools in one place. However, there's nothing to stop you from putting Starfleet's Top Gun at an space station called Mirimar Station.
Maybe I could put it at Tycho Alley or some such...

RIO= Radio Intercept Officer. He handles all the electronics in a two seater (Tomcat and the like), while the jock in the front seat concentrates on keeping the plane airborne.![]()
As to the moon...Not sure.

Callisto is moon of Jupiter. You could post your trainging facility there, and have them perform low-orbit, high-powered flight plans around Io (dodging the various sulphur volcanic butsts would be entertaining...)

Why do Starfleet facilities tend to be located in the Sol system? Okay, SFHQ is on Earth, but if you are looking for some interesting stellar phenomena to race a fighter around our solar system is downright boring.
Plus, with the Academy flight range at Jupiter (or was it Saturn?) nearly every Starfleet pilot allready knows the setting and some of it's challenges from his basic training.
At least move your flight school out to Alpha Centauri: Twin suns, an M-class planet with rings and more asteroids, gas giants and moons than you can shake a stick at (if you go with Planets of the UFP ).
Or even better, make up a system inside a nebula. Lot's of "Where is he, can you see him" scenes a la ST:WoK.
