How about somebody like Section 31 using this incident to subvert the Federation?
Turning Earth-paradise into a Xenophobic/Orwellian nightmare or some such.

How about including ex-admiral Leyton and his co-conpirators which are due for release from the New Zealand colony in 2385. He gets out on probation early and begins his master plan for revenge.
His days in the penal colony have convinced him that the only way to secure the federation is to lose the vestiges of democracy and "renew" itself. He writes a book along the lines of "Mein Campf", detailing a plan, which includes the complete extermination of the founders and any species which may have helped them.
His co-conspirators believe themselves martyrs for their secure federation and steal a newly refit Galaxy-Class and as you mentioned take out the entire top of the gov't.
Thereafter, he comes to power in a brilliantly orchestrated election scam which see's him get to power with massive support. (He buys support from some worlds and makes sure people loyal to him "count the votes"). He officially had nothing to do with the attack on the federation and his platform deals with security and stopping acts of aggression vs the Federation.
This was the idea I had in mind for my own campaign, but since last month's events I'm considering dropping it. Hope this helps, I'd like to hear how the whole thing turns out.

How about a unit of Jem'hadar suicide troops (like there is any other kind) have a Obsidian Order Keldon class vessel. This vessel was captured during the attack on the Founder's home rock, complete with working class 10 cloak. This vessel was brought to Cardassian space for upgrading to Dominion Specs and sent slowly into Fed Space to wreak havoc in the core. After wars end they think its a trick and stay near earth.
As for the Saucer theft thet should be easy to work in from that.
Oh yes remember Dominion transporters have a 3 yr range hint hint![]()

How about disgrunted citizens of worlds occupied by the Dominion during the war.They hate the Dominion, but they also hate the Federation for abandoning them to the Dominion - I didn't say they weren't crackpots (and only crackpots would make such a suicidal attack anyway).
Then with the Federation government in disarray the radicals seize control of their homeworlds and declare them independent from the Federation on the basis that if the Federation cannot defend its homeworld how can they defend other member worlds (as an added twist there could be simeltaneous strikes against Starfleet Command in San Francisco and a similar decapitating strike on Vulcan). As the Federation is based on the principles of freedom and self-determination, the secession must be recognised. The radicals then seize all Federation bases in their systems and some Starfleet vessels defect after their secessionist crew members "mutiny" and take control of them and bring them home.
EVIL DEMENTED GM: Hey how about we pack the saucer section with a bio weapon and scatter it as we enter the atmosphere (can anyone say Babylon 5).
COMPLETELY EVIL DEMENETED GM: How about Bajoran religious fanatics who oppose the entry of Bajor into the Federation and see the Federation as an even greater evil that the Cardassians - this may be going a bit too far - no flame mail please.
FEDERATION REACTION
Depending on the scale of the attack, the Federation would be thrown into disarray. I suggest that Section 31 acting to "protect the Federation" throws the rulebook (if they had one) out the window and they engineer Admiral Ross's election as president (he's a war hero after all) and begin a reign of terror to supress dissent and perhaps even civil war as they try to force seceeding planets back into the Federation.
Of course who knows - did Section 31 provide the command codes to activate the saucer and shut down Earth's planetary defence systems? Or did Betazoid extremists knock out the entire defence network with telepathic strikes...

How about former Maquis disallusioned by the Federation during its pre war fight and the subsequant witch hunt that Starfleet conducted against them before the war. Their tired and for the most part have nothing left to lose or gain but the simple idea of revenge against the foe who they now feel is at fault for their situation. They would have the skills needed to pull this off and mabe even the allies still in starfleet to do it. Maybe their even aided by the remnant of Hughs Borg who have their own axe to grind with the Federation, especially anything remotely connected to the starship Enterprise and Picard such as a Galaxy class saucer section
After the attack Lyton does indeed rear his ugly head and takes advantage of the situation which now presents itself against the various Borg freed from the collective, the Founders & Dominion and Cardassians,

How about a group of changeling, (or group of changelings) replace a few of the enlisted engineering crew (and conn officers) who covertly work together to change the ship's course, lock out the command codes for the staff, leaving the science officers / computer core officers to the task of recovering the codes, regaining control of the ship before it's too late?
A heroic act on the part of the crew (and maybe a few bystanders) to save the day!
I think Perryyy hit the nail on the head. It's perfect! The changelings infultrated before this, why not again???

Wouldn't such an act be constituted as an act of war on the part of the changelings? The treaty they signed stipulated they would no longer engage in hostile acts against any gov't in the Federations quadrant.
It does have its merits though, I see the Romulans being a more likely suspect if you need to use an enemy gov't. They "brainwash" several crewmen, make sure they are assigned to the Sol system and are made to crash their ship into the federation. Like what they made Geordi Laforge do through his VISOR.

Crashing a Galaxy saucer into the Fed presidents office will also wipe out a good part of Paris, and likely irradiate more of it.

Gul Dukat. Through some obscure twist of fate or Bajoran Prophecy, he escapes his fate in the fire caves & seeks revenge against the Federation (or Sisko is sent to stop him?) The Feddies, still weak after the war, have their guard down in SF. Dukat decides to wreak a little havok against his old foes.
What about using a inside terrorist orgnaization, seeking to disrupte the Federation and wanting to see it all fall apart...dissembled...secretly they wre finanched by the Tal Shiar for years, and now that they are no longer so, they acted out one madman's grand plan of terror...
This prevents a foreign war and allows for enemies around every cornor paranoia![]()
