I guess it all comes down to Picard's line in First Contact.

And how we interpret this.
For all we know it could be a line between the 2 most distant Federation worlds. Or it could be the 'square' or even 'cubed' area of Federation space.
But after Dan Stack's Galactic Cartography thread, I'm inclined to go with the small but with colonial territories theme. Just that the Federation has a somewhat continous core area of some 100-200 ly diametre.

Hmmm well from the poll its seems fairly even so far.
