On the old LUG site you could download two chapters as sample (1: The Klingons and 3: Masters of War and Destiny; full formated in PDF but not complete). Don works on hosting the old LUG site here I think.
Steve Kenson has published his work for the Klingon Book on his webside (see Another LUGTRek Christmas Gift in the Star Trek chat) http://members.aol.com/talonstudio/treks . There you find Chapters 2: Klingon History and 8: Worlds of the Empire in HTML.
S. John Ross' Untaken Treks (http://www.io.com/~sjohn/untaken.htm) provide Narrating in Klingon (Supposed to be Chapter 11 I think) in HTML.
So you see you cant get the whole book very good parts of it.

The two Klingon previews were never on the LUG, site, only here on the TrekRPG site. The y can be found at the foloowing URLs: <a href="http://www.trekrpg.net/trek/core/KlingonsP1.pdf">Part 1</a> and <a href="http://www.trekrpg.net/trek/core/KlingonsP2.pdf">Part 2</a>.
The material by Steve Kenson and S. John Ross can be found at the URLs WAn gives, along with huge chunks of other stuff they wrote for various unreleased supplements.
Don mainiatins a FAQ about the LUG stuff in a thread entitled <a href="http://www.trekrpg.net/Board/ubb/Forum7/HTML/000540.html">LUG Sourcebooks FAQ (Read!)</a>. This should tell you everything you want to know.
In addition, there are a number of fan supplements being put together. You can find out about them in Dr. Jonas Bashir's thread <a href="http://www.trekrpg.net/Board/ubb/Forum3/HTML/000733.html">Links to ICON Fan Projects</a>.
