If I had to pick, I'd say either Romulan or Caitian (can't make up my mind). Though Boslic might be a good choice (anyone remember the Boslic smuggler captain Quark did business with on occasion? YOWZA!)

Well, i know they are probably the most annoying creatures ever (except maybe welsey and janeway's schizophrenia-based-issues) but i really would go with q. Ever impressive powers but no itty bitty living space.

I have to agree that Q is extremely annoying, but I guess that's why we love him so much.
He is a close second on my list, but, as my death ranting above probably indicates, I have a soft spot for the ridge-heads.
