(I stated out Starbase 25 from the Artiline sector and wanted some opinions. Note that the updated Artiline Sector I am developing takes place in 2381 in an increasingly growing isolationist and pacifist Federation.)

Starbase 25 located along the Neutral Zone is one of three such large intelligence gatheirng starbases constructed under project Maginot in the 2300's. It remains todate the only such relay still in active use by Starfleet due to constant upgrades and refit over the past 50 years.
When built it replaced the previos Starbase 25 which had served as the main service and supply base along this region of the Neutral zone for most of the 23rd century. Its deep sensor systems are desgined to provide as much early warning and detaction of hostile Romulan moves as possible.
The base is commanded by Commodore Theo. Mackenzie, and is run by Starfleet Intelligence and is closed to all but authorised personnel. The base has recently become a major target, like all of Starfleet's presence along the supposed "friendly" Romulan Neutral zone, from the Pacifist section of the Assembly and Council. And it was only by a narrow Vote the base was saved from being closed one year ago.

It looks good. The modest crew complement, and extedend sensor range IMO reflect what a Starfleet "listning" post would have. However what about the tactical systems, no photon torpedoes (after all it is in a semi-hostile maybe even a very-hostile area)? And how do you read the shield strengths? Does each number represent the strength of each shield in a multi-shield system (i.e. starships have one main shield why this starbase has many main shields)?
I especially like the simplified stats layout (not the spacedock layout). While starbases such as this one have many systems (probably even more than a starship), I don't think it is necessary to detail all of them. After all, starbases usually play a minor role in the characters lives (unless they live on it) in terms of needing stats for them.
Overall, it is a great representation of starbase 25.
Hehehe, its scary. In an adventure I'm writing for the RPGA UK Starbase 25 is crippled in a surprise Romulan attack by a 'rogue' ship. The ship is a Romulan Battle Cruiser that has been fitted with a cloak so I could make it that the ship destroyed the shields in the first 'surprise' attack for roleplaying purposes.
The way I see it, Starbase 25 is supposed to be a 'hidden' station and in my adventure will be small with a huge sensor relay sticking out it (like a solar panel from MIR).
Um, having historical references is a GOOD thing. That one wod gives a whole paragraph's worth of implied backstory relating to how Starfleet felt about the project, etc. It follows John Ross's hints on good game suppliment writing (on rpg.net recently). Kudos.
I like the stats and DS9-layout. In fact, this is something useful I can use in my game (Outback sector, where the neutral zone ends and unexplored space begins). The only quibble I would make is, in my opinion such a specalized base with such a small crew would not be categorized as a "Starbase" but rather a "Listening Post" or the misleadingly inoccuous "Deep Space observation array" or simply "Outpost."

You could probably break the "classifications" down further:
Major Starbases (such as on the Federation borders, or on main routes);
Minor Starbases (planet-based, or deep inside Federation territory);
Outposts (again, planet-based or minor bases);
Supply Stations;
Observational Arrays;
Listening Arrays;
Relay Stations.
There's probably more, but I can't think of them off the top of my head.
