    Re: Enlisted Overlays (Revised)

    Basic Enlisted (25 DP’s)
The below skills show the basic core skills which all Starfleet personnel share in common from use of personnel equipment to survival on a hostile planets surface. Upon Completion of Basic which lasts three months the Recruit has earned the rank of Crewmen Second Class (or Private if in the Ground forces) and moves on to further Individual training.

Athletics (Choose Two Running, Climbing, Swimming or Jumping) 1(2) (2)

    Advanced Individual Training (11DP’s)
With basic finished the newly promoted Crewmen Second Class moves on to his chosen Advanced Individual Training where he learns the basic skills which he will use during his service in Starfleet. The many courses (of which only a few are shown below) are taught at selected places through out the Federation and can last from two to nine months at which time the Crewmen, perhaps now Crewmen 1st class, reports to their first command.

    NOTES
    1. I decided that giving a Language 1 skill to an Enlisted Personnel was redundant based on three counts 1.) Starfleet would not want anyone who could not speak the “mother” tongue. 2.) The universal Translator, enough said there. 3.) Considering points 1 and 2, Starfleet would run a remedial Federation Standard 1 class before someone would enter Starfleet Basic another words the narrator should just give it to them if they don’t have it already.

    2. Starfleet would make sure that all its personnel had the skills needed to work as part of a landing party (Away Team) or in case of an emergency landing, thus everyone now has First Aid, Unarmed Combat, Planetside Survival and Personnel Equipment skills as well as Energy Weapon.

    3. Athletics was added to reflect the hard physical fitness program that all recruits would undergo in preparation for service aboard ships and stations. Unlike officers though whose Athletics Overlay skill tends to reflect the officers chosen sport at the academy an enlisted choice would be more stringent and basic hence the limited choice of Running, Climbing, Swimming and Jumping.

    4. On the reduction of law to a 0 level skill simply put an enlisted would not know much about the law but he would know Starfleet Regulations.

    5. Renown, admittedly the most controversial part of the revised overlays but designed to give the character the basic sharpness and competence an enlisted person has coming out of basic and into the service. This goes as well for the added bonuses to various edges.

    6. Both Engineering and Ships Services personnel have diagnostic specialization with Systems engineering to show the basic function of these enlisted personnel to find and fix what’s wrong.

    7. And finally yes, Ground Tactical Specialist is a fancy word for that M word.

    Thumbs up

Yeah! Love it, Eric. I always thought the official enlisted rules were a bit inadequate.

    Great job.

THe rules for enlisted personnel appeared in the TNG Player's Guide. They were inadequate to be sure and Eric has done a good job of making them relevant. Enlisted personnel don't go through the extensive broad based training that officers go thru' but for their specialty they are exquisitely trained and can in fact outdo officers in those areas.

Enlisted personnel have been underfeatured in Trek. Aside from Rand in TOS and O'Brien in TNG (he became a Warrant Officer in DS9) they didn't feature very much which was odd. This led to the misapprehension that Starfleet was only for officers which would be patently ridiculous. Speaking as a former NCO officers can't do jack without us around .

I really do like this. Since countiing out the NCO templates in the Players guide to 25DP's... Rather than the 36DP Civilian Templates in the DS9 Core Rulebook that they should equal.

The one aspect that I am not keen on is the automatic allocation of renown for all NCO's. While I have no doubt that well known NCO's develop a whole new mythology about them, Master Chiefs and Sargeant Majors anyone?

But I cannort see why the renown is there automatically except to eat up a single DP. Perhaps it would suit a zero point computer skill or 1 point advantage better? My money would be on a Computer skill as I cannot believe that anyone in Starfleet (or even the Federation.) would find themselve unskilled at a terminal

Phantom -- 229th MI, 312th MI, and a seconding (TDY) to the Christians in Action.

In our campaign, there's about 1/10 ratio of offciers/enlisted. There's PT at the beginning or end of your shift. There's kit inspections. There's motor pool Monday -- well, flight line friday on USS Constitution -- where a lot of the ops and engineer peeps find themselves inthe shuttlebay making certan the things won't fall apart the instant someone gets out the hanger door. There's commn room clean-up. There's paint details. There's hull inspection in spacesuits.

And do you see the officers doing this stuff? Noooooooo!

Good points and I easily conceede the Renown argument can land either way. But Computer was like Language one of those things that I have wondered why? Just think at what point should you give credit to the Education system of the federation shouldn't everyone have at least Art Literature (Federation) 0(1)Computer (Research) 0(1), Language, Federation Standard 1, History (Federation) 0(1), Life Sciences (Biology) 0(1), Physical Science (Math or Chemistry) 0(1), Planetary Sciences (Geology) 0(1) just to represent the basic education systems of member worlds, (local Education handled by the Race Template). After two hundred years surely the various education system would have come into sink with one another as regards and in response to needs for admittence to higher universities thus the lower systems would endeavor to build toward that end.

I need to put some more thought into this.

Lets not forget the most basic enlisted man task, unloading the supply shuttles and don't forget scrubbing bulkheads.

    TDY - Temporary Duty...

The acronym for Christians in Action is CIA...its US military slang AFIK.
