Premade charaters in tng core book

Are the premade characters in TNG made with or without early life, academy life, and tours of duty?

Do you mean the characters for the adventure, or those in the character creation section?

Those in the adventure, I would assume, are not only fully created using character creation, but probably have some experience.

The characters in the character creation section I think are fully created as well. However, if you really need to know, you could always count the points.
