Speaking as someone who ranks Voyager fifth out of all the Trek series, even I'll admit to an average of four or five good, occasionally excellent, episodes per season. It was just that TNG and DS9 regularly hit over a dozen per season! Plus, when Voyager did badly, it did very badly! (And frequently...)
I could probably place seven good eps without difficulty - if I could remember their names...
