I don't know about you, but that looks to me like a cosplay convention gone horribly wrong.
As for strange...trust me, I've seen my share of wacked out Japanese sites...looks to me about par for the course. I've also attended Project A-Kon several times...let's just say some of the costumes I've seen would get you busted for indecent exposure if worn outside.
