Just bought it two days ago, and my assesment of it: WOW!
Except for the character sheet, I loved EVRYTHING about this book.
Here's my list of especially good things:
1. Flexible packages. One thing I always hated about LUG, as good as it was, was the packages, which assumed that EVERYONE who was a Starfleet Brat had a rival and EVERYONE who was Orphaned hides their emotions and EVERYONE who went to Starfleet Medical is a fanatic about saving intelligent life... you get the idea. The "picks" where you choose skills and edges that fit the concept of the package is a great idea.
2. The Genetic Resequencing personal life package. Finally, a way to be like my favorite character, Bashir, without having to argue with my GM about attribute bonuses!
3. The removal of the Mixed Species Heritage and Alien Upbringing. I hated how in LUG you had to pay development points to realize your character concept if you wanted to be a halfbreed.
4. Psionics easily available to non-psionic species, if, asy they say in the Psionic Traning package, "the genetic dice came up in your favor."
5. Actual descriptions of the packages, so I don't have to explain them to non-Trekkies!
6. All the rules in one easy place!
