Sorry, this is unknown to me... A little more infomation would be required to identify this species... But you can 100% guarantee that you'll need to write a species template for them, not an easy task when you know next to nothing...

I was given almost no information, that they were in the DS9 shows, and they were called Moky, which he knew was the incorrect spelling.
I thought about it and asked if he meant Marquie.. He has not replied yet.

If he's talking about the Maquis, then it's not a race, it's an organization (if you're being generous with the term "organization" at any rate). It's predominantly human, with a number of Bajorans and the occasional Vulcan. I'm sure there have been Maquis cell members of a number of other Federation member species as well.

The Mokra Order rules their planet, with the Alsaurians treated as a sub-class. The alien race claims to be "helping our Alsaurian neighbors defend themselves against common enemies." Naturally, the Mokra have military control of the planet.
They are from the Voyager episode "Resistance."

If they're in DS9, and sound like "Moky", then PGoodman13 is almost certainly right: he's talking about the Maquis. They're named after the French (World War II era) resistance organization, hence the French spelling.
The Cardassians and the Federation negotiated a treaty, and this treaty returned several worlds to the Cardassians. Federation colonies established there could remain, but would be under Cardassian governance after the treaty date (likewise Cardassian colonies on worlds ceded to the Federation, although they are not relevant to the Maquis).
Some Federation colonists in this situation did not agree with the Federation position on this matter. With a ragtag fleet of mostly older, smaller ships, they formed the Maquis, a loose (very) organization devoted to harassing the Cardassians. The official Federation position was in opposition to the Maquis, but a number of Federation officers found it impossible to fire on former Federation citizens, and instead defected to the organization, providing it with some tactical expertise. While no Admirals were seen to defect, officers as highly ranked as a Lieutenant Commander (Lt. Cmdr. Eddington) did. And members of the Admiralty definitely differed on what to do about the Maquis.
The Maquis more or less held its own against the Cardassians using hit and run techniques for some time. When the Cardassians joined the Dominion, the Maquis were outclassed almost immediately. Shortly after this alliance, the Cardassians wiped them out. It's certainly possible that a ship here and there survived, but for the most part, they're now history. Any survivors would very likely have ceased operating as Maquis.
The Maquis drew membership from any Federation race, we've seen humans, Vulcans, and a half-Klingon. It's counterespionage was apparently not that good, since it was infiltrated by at least a Starfleet security officer (Tuvok) and a member of the Cardassian military (Seska, who was possibly Obsidian Order).
[All this is from memory, so I'm sure I'm forgetting some details, but it should be pretty accurate.]

Another high-ranking defector to the Maquis and presumably one of its founding members was Lieutenant Commander Calvin Hudson, former attache to the Federation colonies in the DMZ.
