In the ENT episode "Two Days and Two Nights" Hoshi mentions that she is learning to speak 'Risan.' So this is my question. Are there actuallu "Risans," as a species? if so, who have we seen who is a Risan and what might there stats be for the Star Trek Coda RPG?

Well, I can only speak for the DS9 episode 'Let he who is without sin', and TNG's 'Captains Holiday'... As we have yet to see this Enterprise episode over here in the UK. Speaking of which. Theres a spoiler rule for stuff under 2 seasons...
As for DS9 Risians, they are humanoid, very attractive and tanned (a product of their weather control no doubt), open and sexually active bordering on promiscuous, although that would be an Earth description, as it seems to be the norm based on the acceptance of the Jamaharon ritual... In captains Holifday, I dont recall seeing a Risian, but the girl that killed Curzon Dax seemed to be. They have a small jewel (decorative or precious) worn on their forehead, in a style similar style to some of Earths east asian cultures...

Indeed, I was originally unsure that Risa had any natives at all (that is, folks who evolved there as opposed to the descendants of colonists), but apparently there are. I believe, given the folks who seem to be natives, that the character portrayed by Vanessa Williams, who was with Curzon the night he died, was a Risan.

I vote 'yes, Risans are a separate race'. How else would I explain Mirror Risans?!
I mean, Jamaharon must be some ancient fertility rite, right?

I finally got to see "Two days and two nights" last night. There are quite a few Risans in it.
Apart from the jewel or tattoo on the forehead, they look practically human. They could be a race in their own right, or possibly descendants of a colony of another race. The Great Bird knows there're enough humanoid races in that part of the galaxy!
(In my RPG series, using a combination of FASA's and Coda's Orions, they'd be a colony of Ruddy Orions taking advantage of a perfect holiday world...)

Why, to have a local language, do we must have a local species?
Risan language can be a result of centuries of independant culture after a first colonisation. We don't even know whether Risan is a very specific and difficult language too learn, or if it can be of one language family such as French, Spanish and Italian are from the Roman family.
There are plenty of possibilities to explain a local language without involving a local species.
