According to the "Dominion Wars" info both these classes were put into production as a result of
the losses Cardassia was sustaining to the Klingon offensive of 2372-73. The Norin design was to also counter Federation "escort" class vessels in the Dominion War years. It is described as a very fast and agile combat vessel with fortified shields.
The Tongas however were developed from an older 50 year design and essentially upgraded with powerful tactical systems. They are described as slow lumbering hulks but again has a fortified shield system. Neither of these ship classes were mass produced however due to Cardassia's lack of materials and their reliance of their Dominion ally's forces.
