System Ratings and damage

when a system takes damage for a crit or by some other means
you cheak a block off. if you have a rating on a system of D do you start at D and go down the line or start at the top on E.

ex a ship which has a life support rating of C takes a crit.
do i mark off the blocks starting at C (Gravity Failing -2 all P Ts)
or do i start at E (R C E 1d6 stun).


Ps what does the administration skill do?

You start at the rating given. So If it was a C, you would fingore the levels higher than C (meaning D & E) and just mark off and take the penalties for C on your first hit to the system's damage track.

Administration is an organizational skill, including the ability to "cut through red tape".

Doug called it an organizational skill, i.e. the main use of the Administration skill would be to get you hands on some scissors first, knowing when why and how to cut the tape and burrying your colleagues under mountains of paper so they won't notice you cut the wrong tape.

BTW, the actual use of the scissors is a perfect example of using an academic skill (administration) in a physical skill test.
