The Federation Department of Commerce runs the civilian intelligence arm of the Federation, separate from the Starfleet Intelligence Command, but closely affiliated with the uniformed intelligence service.
A couple of names for this could be:
Federation Directorate for Central Intelligence (FDCI)
Federation Secret Service Directorate (FSSD)
Federation Intelligence Agency (FIA)
Federation Intelligence Directorate (FID)
Federation Security Directorate (FSD)
Security Service of the Federation Council (SSFC)
I personally like the idea of a more security-oriented directorate that has intelligence and counter-intelligence capabilities, kinda like an expanded version of the US Secret Service. Instead of investigating counterfeitting and fraud in addition to its duties as Presidential security, the FSD (or whatever) would investigate threats to Federation security (augmenting the SFIC as necessary, or vice versa), and provide security to the Federation President and the Council.

I'd go with the classic Federation Intelligence Service (F.I.S.), LUG used it and I came to like it a fair bit. Its job mimics the FBI's, the Office of Homeland Security and some of the parts of the N.S.A.. Its a civilian branch so it should have the aspect of being a service rather than a necessity; a word such as Directorate comes across as too militaristic IMO at least.

Maybe an intelligence group that is supposed to handle contrabnad interception under the Bureau of Commerce, but which regularly crosses lines with the other groups.
Bureaucracies have a habit of multiplying and working to cross-purposes -- especially intel ones, that have institutional cultures of secrecy and mistrust. And under that...it's all about the budgets.

I'd stick with the FIS for most non-military intelligence work. Although I think it's more the NSA than FBI (surveillance rather than investigation).
I can help on that one... The Interstellar Commerce Regulatory Agency. I came up with it for my Triangles series, and it's the investigation and intelligence branch of that part of Starfleet that handles spacelanes security.Originally posted by qerlin

Jurisdictions are extremely muddled in this area as the Federation does not impose tariffs, which are the province of individual member worlds, and applied at import on to a given world. Certain goods are controlled (e.g. hand weapons, medicines) or banned outright (narcotics, military hardware) from interstellar trade however - Starfleet as the enforcement arm of the Federation is charged with enforcing these laws.
The trouble is that investigation of smuggling operations falls into the purview of both the FIS (organised crime) and SI (cross-border smuggling). The ICRA tries to co-ordinate both groups, local law enforcement and Starfleet proper to catch smugglers at all levels. They also investigate civilian piracy. Perpetrators are tried by the Federal Judiciary under Federation Law.
They have few ships of their own (mostly cutters and escorts), and little in the way of resources or manpower, but a huge area to cover. Patrol duty is covered by regular Starfleet, while the ICRA usually pursues targetted investigations, calling in Starfleet firepower when they need it. Operations will usually climax with a police raid, or occasionally, a full-blown Starfleet assault on a remote outpost.
Let's put it this way - my four players, plus about twice as many officers and personnel again, are the ICRA investigations department for the whole of the Klingon border between Rigel and the Triangle![]()

There is the guy who arrested McCoy in ST3. Now I don't remember if he was 'Federation' or 'Starfleet' Security, but he was dressed in civies, flashed a badge like object, acted very FBI-ish.
Later in the movie we saw two guys not in Starfleet uniforms but in uniforms none the less, guarding over a local holding area. However these guys may have also been some form of Earth only based planetary security force (city cops).
