    Question STVI -- Federation President?

    Hey all

Coming again from a position of ignorance, I am looking for information about the Federation President from "Undiscovered Country".

Does he have a name? A race?

Does anyone know where I can find a picture of him on the 'Net?

    Many thanks for anything

FASA called him an Efrosian, and that name came from the costume department's name for him.

As for info ont he race, nothing canon, but they are described in the Star Trek IV source book from FASA which you can usually find on E-Bay

    Efrosian, possibly?

The movie doesn't credit him with a name. The Species Databank lists him as an Efrosian, as do several other sources on the net (though none canon - he isn't given a species in the movie, IIRC).

    Here is a picture.

John Whitfiled wrote up some stats for Efrosians in the Species Databank

We see another of these guys in the beginning of STIV (on the Miranda that is shutted off by the probe).
I'd be suprised if some fans didn't write some detailed description of this species somewhere

I'd say find the ST IV sourcebook for FASA and use that as a basis for the Efrosian race. It was nicely written.

    Here's what we've been using:

    EFROSIANS
PERSONALITY: Efrosians are tough and disciplined people.

PHYSICAL DESCRIPTION: Human-like creatures with tan to brown skin, light colored eyes, and white hair.

HOMEWORLD: Efros (star of the same name.)

CULTURE: Efrosians nearly destroyed themselves 400 years ago in a nuclear war. They are highly adaptive people, with a culture of ritualized violence that was set down by the priests that reunited the people after the war. At the center is priest-led mediation. There is also dueling, which has many rules and rituals that need to adhered to. Their discipline is often remarked on.

    LANGUAGE: Efrosian, Federation Standard

    FAVORED PROFESSION: Starfleet Officer.

SPECIES ADJUSTMENTS: None. Efrosians are human-like in most aspects.

    SPECIES ABILITIES:
▸ PHOTOSENSITIVE: Efrosians come from a planet with low light conditions. They see well in darkness and ignore night modifiers, but they receive a -2 to perception and observe tests in bright conditions.

▸ COLD RESISTANCE: Efros is a cold world, due to nuclear winter conditions. Efrosians resist cold effects at +2 stamina.

▸ RADIATION RESISTANCE: Efrosians also have adapted to heightened radioactivity in their environment and receive a +2 stamina to tests against radiation.

▸ SPIRITED: The Efrosians are a people that do not give up easily. They receive an extra courage point on creation.

The basic history we've been using:

Efrosians developed about the same time as humans, but their varied cultures came together a bit more quickly. Technologically, they were ahead of humans by a millennia -- developing steam power around 900CE. Cultural competition was high, increasing as they advanced in power. In the late 1800s, this resulted in an all-out nuclear war that shattered the planet's biosphere.

Surprisingly, the Efrosians survived. A few population centers were able stumble by on sheer tenacity & shielded cities with advanced genetic manipulation of food sources. Conflict between the city states continued until the beginning of a campaign by a priest of the Pirian Order, Ariak, set out to end war on his world. His philosophy is in many ways similar to that of Surak, but did not stress the renunciation of emotion -- but the use of rational thought. That he used a warrior-priest class to enforce this rationalism was not considered antithetical. Eventually, the Ariaki priests united the planet under their brand of 'rational spiritualism.'

The Efrosians were largely ignored by the Vulcans and other star-faring races until 2250, when CPT Christopher Pike made contact with the Efrosians. A Federation freighter had crashed on the planet & the crew had been recovered by the Efrosians. A series of misunderstandings could have ruined chances for a peaceful resolution, but in the end the Efrosians released the survivors and opened dialogue with the UFP. (I figure it was the standard Kirk 'kick ass and moralize at the end to win the Efrosians over' scenario.)

The Efrosians developed warp travel shortly after the incident, having reverse engineered the technology from the freighter. They were finally entered into the UFP around the ST:TMP period and over the next ten years became an important part of the Federation.

That's certainly different from what FASA presented (they just said an ice age ended about a thousand years ago). Another interesting tidbit FASA added to the race was that while the males are almost albino in appearance, the females are dark eyed and raven haired. It brings shame upon the family to have a boy with dark hair or a girl with white hair.

Here's an alternative, based loosely on FASA's writeup:

    Efrosians
Personality: Efrosians are generally friendly and open, a product of the communal living required by the cold climate. Aside from their religion, there are few secrets among the Efrosian people. Strong in faith, they have a heightened sense of right and wrong and the wisdom to understand that they're not always capable of recognizing the difference. Many of the warrior-priests who first represented Efros in the Federation and Starfleet seemed subdued, but very respectful. This was later determined to be part of their religious training.

Physical Description: Efrosians are dark-skinned humanoids with faces chiseled by centuries of harsh living on an arctic world. They stand about even wtih humans, but have more body fat to protect them against the cold climate. Males almost always have fair hair (almost white) and light, almost gray eyes; females, by contrast, have dark hair and dark eyes.

It is shameful for a family to have a boy with dark hair or a daughter with fair hair, and rumors hold that such infants are ritually sacrificed. Other rumors abound that surviving "crossed" children possess "phenomenal" psychic powers.

Homeworld: Efros (of the star of the same name) is a harsh, cold world that only recently (about 1,000 years ago) emerged from a millenia-long ice age.

Culture: Having developed on a world that only recently emerged from an ice age, the Efrosians are ruled by a suprisingly progressive religious oligarchy. As resources became abundant, the Efrosians went from stone age hunters to Federation members in less than a millenium. Their faith is highly secretive, and Efrosians do not share anything of their religion with outsiders, leading to sometimes wild speculation about "child-sacrifice" and "ritual murder." Efrosians deny these claims, but otherwise guard their religion jealously.

Efros first contacted the Federation in 2277 and gained membership in 2284. In the late 23rd Century, most Efrosians who join Starfleet come from the ranks of ruling warrior-priests.

    Language: Efrosian, Federation Standard

Favored Profession: Mystic, Starship Officer (Medical, Flight Control)

Species Adjustments: None. Efrosians are human in most respects.

    Species Abilities
Adapted to Cold: Efrosians long ago adapted to the harsh nature of their world, and routinely ignore the effects of even the most extreme arctic temperatures (rules for the Resistance trait are found on p. 220 of the NG). By contrast, their specialized adaptability has rendered Efrosians extremely vulnerable to fire and extreme heat. (Rules for the Vulnerability trait are found on p. 221 of the NG.)

Radiation Resistance: The ozone layer over Efros is virtually non-existant, and Efrosians have adapted to the harsh radiological conditions on their planet. (Rules for the Resistance trait are found on p. 220 of the NG.)

UV Vision: Efrosians eventually began to take advantage of the abundance of cosmic and ultraviolet rays on their planet, and can see as clearly at night as they do in the day.

A World of Faith: All Efrosians start out with 3 levels of Religion (Efrosian).

Editor's Note: The picks breakdown for Efrosian abilities are as follows:
Resistance: Extreme Cold (9), Vulnerability: Fire (-12), Resistance: Radiation (12), Extraordinary Sense: UV Vision (3), Religion (Efrosian) skill (4). Total: 16.

Hmmm. I'll have to post this over on the Coda: S&M forum.

Looking at this ability, you might be better served making the -2 penalty to any test that relies on eyesight in bright conditions. Just a thought.
