    The U.S. is in a position of leadership. Sometimes a leader gets a consensus before acting. Not always. At times a leader has to make hard decisions on their own, and bear the consequences on their own.

    So, all of the above, depending on circumstances. The only important consideration is that the U.S. try to represent her ideals in her dealings with the rest of the world.

    To quote Aaron Tippin, " If you don't stand for something, you'll fall for anything."
