Our original NPC XO was from Deiride (can't recall the spelling) - and we went from there. He's a (sometimes PC) CO now - but that damage has been done.
Basically I had them go ahead and join the UFP during the long Klingon-UFP peace - but they still go their own way a great deal.
A book inspired moment -
"The Romulan's are in engineering?"

"Pretty much - you can beam in, but not out and you can't lock on to anything very well in the space" (the idea being beam in and deal with them".
"Well, let's beam jelly beans and ball bearings in at random locations and relative velocities"
"Jelly beans and...."
"Yes - and then a bit later we'll go in"
"You beam in - there are jelly bean splattered....and it is very hard to stand up"
