Y'know, that has to be one of the most misquoted Presidential statments in the history of the American Presidency.
Bush did not say, suggest, or hint that those who disagreed with us were to be treated as enemies of the nation. His statement was very clearly in reference to those who harboror aid terrorists:

All this crap about how we oppress Africans and Asians for cheap labor is bunk; even in those place the standard of living GOES UP! It may not be comparable to ours yet, but it keeps improving.
The Sustainable Hot Air conference did show one thing...how little these humanitarians care for the poor. Plow down acres of trees for the limo park (thanks Greenpeace and WWF!), and chow down 24-7 on lobster, oysters, and prime rib...3 blocks from one of the worst bidonvilles in South Africa. These are the people that get the moeny we give; gee...how do they spend it..?
This is how I see it: If this situation with African and West were one at the people level...say a poor neighbor who asks for my help, then complains when I do that "it's not enough!" or that "it's your fault I'm poor!", what will the average person's reaction be..? Probably the same as mine: do for yourself then.
Much of the developing world -- Africa, for instance, is sitting on massive wealth. Africa has the largest depostis of uranium, of gold, of diamonds, they've got massive savanahs that could produce food if farmed effectively. They have massive manpower in Africa, in Asia...so why are they so poor? Economics at the global level is not a zero-sum situation; wealth can continue to be created by hard work and innovation.
Simply put: their governments are corrupt and steal money; they impress children into service to mine diamonds or fight wars. There people are for the most part, unwilling to modernize effectively -- AIDS is rampant, but they won't use teh condoms we sent because that's not the 'way they do it' or take the medicines because their tribal docotrs won't prescribe them. None of this is the West's fault -- not the US, not Canada, not Europe. Their fault.
So why is it our fault that 9/11 happened? That our policies aren't hard enough on leaders like Hussein or Mugabe perhaps? OR maybe Chretien's just blowing more hot air, the same as we've heard from socialists the whole bloody century..?

Precsiely...and I'm sure there are people willing to buy their natural resources from them, or move a factory to Africa...if there was stability. Even South Africa -- 30 yrs. of sanctions during apartheid and they still were the strongest economy on the planet -- is a mess since apartheid fell; how do you muck something like that up? Okay I live in Canada and here's what I think. Chretien is an idiot. Really I mean, I don't care if he's a head of state or my elected government. That doesn't stop him from being an incomptent individual.
America is our biggest trade partner, we share alot in common culturally, it is our only border and he goes and shoots his mouth off like this.![]()
Then people wonder why I vote for the Canadian Alliance, help my local association, because I'm sick and tired of our governmen bashing the American government at every opportunity as if to purposefully sour relations.![]()
I'm glad he's leaving in 18 months, good riddance. Other liberal-voting Canadians can flame me all they want. What Chretien has to realize is that has absolutely no clue on the true nature of the world and he should get off his high horse and act in the best interest of Canada and not his ego.![]()

As Lt.Khrys Antos says, Chretien has been and always will be an idiot. All of Canada knows it but some are still loath to admit it, there is still some chance at patronage in the next 18 months.
If there is a way to put one's foot in one's mouth, Chretien will find it. (You didn't think he looks that way because of a stroke did you?)
