Many moons ago, someone posted about their idea on having kids learning Starfleet skills. I seem to remember it being something like the Explorer Scouts of today.

If any of you remember when where or have that link saved, I'd be ever so thankful for it.

It was the Junior explorers of the Federation and it included both basic scouts early life package and scout leader Starfleet Academy package...

If its not on the trekRPG tactical page then it should be...
