Would those be the Tellarite watches that run backwards? or the Tellarite watches that stopped functioning during the Voice Wars?

Here is what we are gonna go with. . .

    Ferengi Energy Whip
An energized melee weapon, this is the standard sidearm used throughout the Ferengi Alliance fleet. The Ferengi Energy Whip resembles a Terran bull whip except that it delivers a high-energy jolt to the targets nervous system. The Energy Whip has a limited range and is controled by the small, baton-like handle. Its damage is limited to Heavy Stun.

    Energy Weapon
    Settings: 3
    Range: 5/9/22/45
    Size: 53 cm long
    Mass: 0.4 kg
    Energy: 80 charges

    Melee Weapon
    Accuracy: 7
    Block: +0
    Damage: 2+2d6

A character who has knowledge in the use of this device would list it as:

    Ferengi Energy Weapon (x)
    Primitive Weapon (Whip) x (x)

We could use some help on the Melee stats. . .especially the damage.

I don't think you can parry at all with a whip. Block: n/a

    Part Right (IMO).

While a whip is totally unable to parry in melee, this is not neccesarily the same as Block. Thinking outside the box, and mostly along the lines of skilled whip users in various magic shows and circus's. A skilled user can gain a high degree of accuracy with a whip.

Is it not within reason that such an accuracy could be used as a 'block' by wrapping the whip around a weapon/arm, or simply striking the hand mid blow in order to change the strength, angle of attack and alter a blow to the equivalent of a Parry?

Perhaps a Block -1 to represent the high degree of skill needed to do this?
