While a whip is totally unable to parry in melee, this is not neccesarily the same as Block. Thinking outside the box, and mostly along the lines of skilled whip users in various magic shows and circus's. A skilled user can gain a high degree of accuracy with a whip.
Is it not within reason that such an accuracy could be used as a 'block' by wrapping the whip around a weapon/arm, or simply striking the hand mid blow in order to change the strength, angle of attack and alter a blow to the equivalent of a Parry?
Perhaps a Block -1 to represent the high degree of skill needed to do this?
