In my game we had a nebula known as the Fire Swamp, which was a Princess Bride reference.
AKA Breschau of Livonia (mainly rpg forums)

You could always have them name it after a stellar phenomenon near the Romulan Neutral Zone.

My suggestion is that the fire swamps are a sort of Nebula that the Romulans use as a back door into Federation Space.
Hows that?

OK... Lets look at it point by point;
The flame pits... Seem to match the Plasma Storms of the Badlands, so this makes it high sensor interference, no warp capable and dangerous to large shipping...
However a small Romulan Scout could sneak through, then cloak and deposite its cargo... That works quite nice, while keeping the region free of fleets of D'Dredex (thus explaining why Starfleet hasn't posted a sensor net on their side).
Then the Lightning Sand... perhaps these plasma storms have a strong magnetic/gravimetric signature that can further disrupt sensors and draw vessels into the plasma streamers if they are caught unawares.
Then we have the R.O.U.S... So the region is also occupied by a pirate band of a species descended from Rodents? Or theres a planet in the Nebula populated by Man-Sized bats that liquify their prey (was that Krull? I cant remember)...
Lastly, we know that the trees are quite lovely... So as Nebulas go, is rather pleasing on the eye, if not particularly dangerous.

The bats that liqufied their prey were in The Beastmaster BTW.
So, assuming all the above that leaves a few points to resolve:
* Where would you position such Nebula, certainy it would needed to be somewhere in the Neutral Zone however not to close to any of the Federation StarBases.
* I am assuming that small ship could navigate it through, however it implies that such ship would need to use shields to protect themselves from the 'dangers' withing the nebula, so sneaking through cloacked in out of the question then?
* Why would it still be uncharted by the Starfleet? If they suspect Romulan incursions then why not chart it to begin with? Or would you suggest that hey have just managed to add two and two together and realised that Rommies are sneaking through there?
Have I missed anything?

All I remembered was the serious amount cheese involved... But thanks for correcting the film source... Those certainly were R.O.U.S, and now I have a hankering to drop a stranded away team on a planet occupied by them...

Anywhere along the RNZ will do... Its a long border... There should be plenty of room, just make it a quiet corner of the universe, traditionallyso, as the Romulans do not want to draw too much attention to it...

Well, if there is some serious electromagnetic, gravimetric and optical distortion then it wouldn't matter if cloaks are unavailable in the Plasma storm, after all if sensors are reduced then an uncloaked ship can probably sneak by.
By the by, I dont stop a cloaked ship from using shields IMO the ship reduced power (hence the lowered lighting) to reduce a vessels power signature and increase the operational capacity of the cloak. A fully powered, but cloaked ship is hidden, but easier to find. This also matches what T'Rul says in 'The Search'... And remember, even a cloaked ship needs defectors shields working...
Who says its uncharted? Starfleet may wel have charted the Nebula a long time ago (Say 2160's in an NX class ship), not only would the charts be outdated, but thanks to the less capable sensors, also possibly innacurate. Once reclassified into the RNZ crossing the border became an act of war... And as Starfleet plays by the rules (on the whole), they would have little reason to cross the border. and thanks to all that sensor distortion long range scans can only give them an idea of nebula growth and activity, nothing particularly detailed...* Why would it still be uncharted by the Starfleet?
