Lightbulb Episode to share with Narrators

I recently created an episode for an upcoming series I'll be running. It is set in the Gamma quadrant, on a colony world forgotten by the Feds. Date is 2377.

The crew responds to a distress call from the colony world which is experiencing ghost sightings. The crew will beam down and the investigation will reveal that "ghostlike" apparitions do appear. The governor is scared and people are talikng about leaving.

The ghosts are in actuality a species which is slighlty out of sync. with the rest of the cosmos. This state of being is unatural and a medicak examination of a ghost will reveal this. Their DNA has been tampered with to make them out of sync. and they have a natural bionic implant in their throats masking their voices.(reason: Long ago their people got space travel and encountered the Dominion, they became afraid of the Dominion and altered their DNA to make them out of sync. with reality, thus hiding them from potential threats. This occured almost 4,000yrs ago and since then their knowledge of tech. has become simpler, they lead a lifestyle like the B'aku without the use of Tech.)
Now the reason the apparitions occur is because unknown to anyone, the equipment which the Fed and colonists use is causing interferences which sometimes cause the ghosts to appear for brief seconds.

The colony is their homeworld, and when one of their own is captured by the Feds they will react. They also "see" the colonists at times as ghosts.
After the mystery is unravelled, the crew must diplomatically solve the problem between the colonists and the "ghosts".
In the end, the "ghosts" will let the colonists stay on their planet if the federation grants them membership and promises to let them live peacefully.

Any suggestions/ideas? Oh, I also need a name for this new species. Thanks to all ahead of time.

To make this episode more interesting I've also added a scene where the captured Draesian(by C.Huth), will escape out of Sickbay and wander around the ship in his out of sync. mode. He/She will realize these people mean them no harm (by watching their everyday affairs, unless they shoot it again)and will convey this to its people.
Sort of like in First Contact, when that 21th century person wanders around the Enterprise and meets Picard.

Right now I'm working on a new episode which stars a Black Hole being hit by a cosmic string .
