That text is incorrect. It's a holdover from when Psi was going to be a Reaction. Instead, use the Psionic Edge to determine starting PSi level.
Also, Vulcan Enhanced Rapid Healing makes no sense. I would assume that it would be better than normal healing, but since it is supposedly based on the Vulcan's Vitality Modifier, this is only true if the Vulcan's Vitality is 10+. If the Vulcan's vitality is 7 or less, it is actually <em>worse</em> than normal healing. That this description is incorrect (as well as pointless) is made more clear by the fact that Spock's Vitality modifier is mentioned as +3, when in the <em>Narrator's Guide</em> it is listed as +2.
The obvious fix is to make this trait heal a number of wound points equal to Vitality Modifier +1 or +2 (+2 is better because it allows average characters to use this Trait to heal faster than normal).
First off, consider that 1 wound point healed per day is the minimum possible, so there is no way it can be worse than normal natural healing. I'll check with TPTB about the weekly Stamina check, though...
Now, the example given is incorrect. But not because of Spock's Vitality modifier (which at the time the example was written had not been determined as shown in the NG). Rather, it's incorrect because they transposed the names of the wound levels. For a 40 minute trance, Spock would have been in the WOUnded level and the trance's healing would have raised him into the Injured level.
