Well I don't know about rules but if you can lay your hands on the DS9 Companion. Then there are some cool pencil drawings inside.

Bad news is, the TR-116 rifle has never been written as a game weapon, possibly because the canon knowledge that only 6 exist outside of a replicator pattern (3 appear in the episode, and they mention how few exist)...

Its possible that it might have appeared in a DS9 players guide, but that book isn't going to show outside of fan-based material... (and possibly Don and Steves fevered imaginations)...

So unless someone on these lists has a homebrew rule?

My understanding was that the rifle and the scope were separate units.

The TR-116 itself shouldn't be restricted, since it's really just a chemical slugthrower like any of today's rifles (though possibly lighter and more accurate). As far as weapons go, a Type I hand phaser is probably more dangerous. It's more concealable, and can be used for anything from a light stun to a complete vaporization of an average humanoid, and can even be set to overload for a spectacular fireworks show.

The scope and mini-transporter, though... THOSE would be severely restricted.

If you have the TOS Core Book There are two projectile weapons on pg. 179, the Flintlock Rifle, and the Machinegun you might want to use the stats presented there for the basis of the TR-116.

    i propose thisTR-116
    RANGE :50/150/300/1000
SIZE : Like phaser Type 3 Phaser
MASS : Like phaser Type 3 Phaser
    DAMAGE : 10+2D6
    SHOT : 30
The magazine is contained in the forward handgrip under the barrel, being removed by releasing a catch and sliding it forward. It used a chemical explosive to fire a Tritanium bullet
When it use with Exographic Targeting System and microtransporter, the rifle dematerialized the bullet after firing and rematerialized it just in front of the target.
One unique aspect of the gun is its Exographic Targeting System, a separate sighting device which communicates with the weapon. The operator wears a wire frame helmet with a monocle attached over one eye, and moves a mouse trackball (mounted on both sides of the weapon, making it ambidextrous) located on the rifle to zoom in to the target. The magazine is contained in the forward handgrip under the barrel, being removed by releasing a catch and sliding it forward.
the targeting scanner is located on the rifle, transmitting its viewpoint to a headset worn by the user. A simple thumb control moves the viewpoint forwards and backwards, allowing it to pass through walls as needed. The targeting graphic cues the user to fire whenever a target is in the line of fire.
