First off, let me say that I can appreciate the effort that goes into one of these things. I, personally, haven't had the time to do one, so I'm glad there are those out there willing to do so. 
Now, just a few points:
"Choose Tier"? I assume you mean Professional Ability (or maybe even Tier One Professional Ability)...
Repeating "prioritize" on both methods of attribute generation seems somewhat repetitive to me. As does having the action at the begining of each step all CAPS.
"choose 1 Additional so you can..." Additional what? I know you mean Flaw, but a new player might not.
IMO, Species Abiltities should have been recorded when the species was chosen. Especially since some give levels in skills and makes them Professional Skills.
Okay, now on the formatting. Seems cluttered to me. too much information packed so tightly together could drive away those who might otherwise warm up to a more eye-friendly document.
Also, the bolding seems distracting. I would prefer to have my eye drawn to the next step, rather than all the page numbers throughout the whole document.
Also, the step headings should at least be a different (read, larger) size than the rest of the text. As they stand, they blend in entirely too easy, even with the spiffy arrow-head bullets.
And finally, if you're going to go with an outline style, why not go all the way? Instead of capitalizing the begining of each step, Number it, letter it, or otherwise draw it into a more outline-ish format. This would also help with the cramped feeling and the header issue as well.
At least, that's my opinion. I could be wrong...
