This character and the now-Captain ( a PC) worked together side by side for Section 31. Chrell enjoyed his job alittle TOO much (ie killing and destroying) and the Captain had to deal with him. to make a long story short, Chrell is mentally unstable and was locked away in a prison only section 31 knows about. but (to make this RPG interesting) Chrell has a friend in 31 that helps him escape and decides to have some payback on the now-Captain and his crew.
