Cloaking/Decloaking isn't a manoeuvre. Lets face it, there is just a big button on the bridge somewhere marked
CLOAKING DEVICE: ON/OFF
Locking on and firing whilst cloaked is a manoeuvre though.
Whilst the decloaking portion itself I don't see as being an action, the locking on with sensors, getting in position and firing without being detected is.
Just my two pence.
We have all your working biros and we're not afraid to use them.
Leave a box of used postit notes and a box of paperclips inside the filling cabinet and things won't get nasty.
