I would imagine that would be one of the Law Enforcement skills, rather than a defensive/offensive skill.
Look at it as part of an Investigative package, where a copper is trained to spot things that might be out of the ordinary, things that stand out, or people that act suspiciously... Using 'Culture' a Lawman may have a base-line to enable them to judge what it is that stands out, acts oddly or simply acts like a shifty light fearing Reman, running from shadow to shadow...
It may well be one of those skills that doesn't get rolled much, and only comes into play with an imaginative player, basically colour to a character...

This may be entirely fluff but I've always believed one has a better understanding of the laws and working within them when one understands the culture that created them.

The only small problem I have with this explanation is that the +2 Culture is included in the package for the Tactical Officer. Now if it would be the Investigator package it would make a lot more sense, but for an officer who's main job it is to "handle the ship's weapons in battle" it seems less fitting.Originally posted by Capt. It could be that the culture allows an insight into the practices of a threat nation - and thus additional insight/information to their battlefeid practices.
After all, knowing about the limits of klingon honour probabley helps when fighting them....

And by the same token, knowing the cultural mores and expectations around the security officer would help in any "law enforcement" activities.
I think the packages are geared more toward Starfleet officers and Starfleet wants their officers to be well-rounded as they will get into situations that don't just apply to their specialty.
