Can Cargo space be traded in for system space at a 1:1 ratio?
I want to build a Klingon War ship and I don't believe the Klingon's would waste such space on Cargo.

AFAICT, the rules don't allow for reducing a ship's cargo capacity below it's minimum level (size*10).
