Here's my first try; all criticism is much desired. This is sort of my initial test, version 0 or something, so keep that in mind and remember that I'm very willing to change her. Thank you!

The only daughter of King Thingol of Doriath and Melian the Maia, and said to be the fairest Elf to have ever lived. She was discovered by Beren as he wandered the woods of her father's kingdom, and they grew to love one another. When Lúthien took Beren before her father, he was apalled that his royal daughter should wish to wed a mortal, and so set Beren what he thought was an unachievable task, to recover a Silmaril from the Iron Crown of Morgoth himself. So Beren left Doriath in pursuit of his hopeless quest.

After a time, a darkness fell on Lúthien's heart, and she learned from her mother Melian what this meant; Beren had been captured by Sauron, and was held in the dungeons of Tol-in-Gaurhoth. Though Thingol sought to stop her, Lúthien set out from Doriath to rescue Beren, if she could. Passing through many adventures, she gained the help of Huan the Hound, and together they came to Sauron's Isle. Through Lúthien's magic and Huan's strength they defeated Sauron and rescued Beren. Eventually Beren set out for Angband once again, and Lúthien accompanied him.

Through Lúthien's powers, they passed the gates of Angband, and the great wolf Carcharoth that guarded them. Coming before the Dark Throne itself, she wove a spell that put Morgoth and his court into a deep sleep, and Beren cut a Silmaril from the Iron Crown. Returning to the gates, they found that Carcharoth barred their escape. Beren held up the hallowed Jewel to protect them, but the monstrous wolf bit off his hand, and with it consumed the Silmaril. But the Silmarils were blessed by Varda herself, so that any unclean flesh that touched them would be withered and burnt. The wolf's innards were consumed with that burning, and it ran howling into the south.

Lúthien healed Beren, and they came at last back to her father's halls at Menegroth. There they heard tidings that the maddened wolf had entered Thingol's realm, and Beren set out with the King to the Hunting of the Wolf. After nightfall they returned; the wolf was slain and the Silmaril recovered, but Beren was wounded mortally. So he passed away, and soon after Lúthien too wasted of grief.

Their spirits were gathered in the Halls of Mandos in the Uttermost West of the World, and there Lúthien sang a song of such extraordinary power and beauty that it moved even the implacable heart of Mandos himself. So she was granted a unique fate, to become mortal and return to Middle-earth with Beren, where they dwelt for a time in happiness on the green island of Tol Galen in the River Adurant.

Step by Step Creation of Lúthien Tinúviel

Note:

I abolished Attributes Maximums in Lúthien's case for simplicity; she will be redone when Decipher announces how Legendary Attributes work (can't wait for that!).

Step 1: Concept

Lúthien was the most beautiful Elf ever; she also adventured successfully against both Sauron and Morgoth! But she was not a warrior; it was through her cunning arts and Elven magic.

Step 2: Primary Attributes

Lúthien chooses the Pick Method and assigns the following: 10 to Bearing, 7 to Nimbleness, 7 to Perception, 4 to Strength, 5 to Vitality, 9 to Wits. She then adds 8 thus: +5 to Bearing, +1 to Perception, +2 to Vitality.

Step 3: Race

Lúthien is a Sinda Elf; this adds 1 to Bearing, 2 to Nimbleness, 2 to Perception, and 1 to Vitality, making her Attributes now: Bearing 16 (+5), Nimbleness 9 (+1), Perception 10 (+2), Strength 4 (+0), Vitality 8 (+1), Wits 9 (+1).
Being from the First Age, none of the Racial Packages really are meant for Lúthien, so she takes the following: Armed Combat +1, Healing +1, Perform +2, Resolute, Strong-willed.

She records her Racial Abilities; Elven Form gives her Fair, Elven-sense gives her Sense Power as a magical ability, Farsightedness gives her Keen-eyed, and Swift Healing gives her the Swift Recovery edge.

Multiplying her Wits by 3 gives her 27 picks into Language and Lore, and she take the following: Language: Quenya +4, Language: Sindarin +5, Language: Westron +3, Lore: History (Elves) +5, Lore: Race (Elves) +5, Lore: Realm (Doriath) +5.

Step 4: Order

Lúthien is born of Thingol King and Melian the Maia, so she takes the Noble order.

She selects Strength, Wits, and Willpower as her favoured Attributes and Reactions.

The Basic Noble seems fairly applicable so she takes it, which gives her: Armed Combat +2, Debate +2, Inquire +1, Inspire +2, Intimidate +2, any one Lore skill +1, Observe +2, Persuade +1, Ride +2. She places her 5 bonus order picks all into Persuade.

Picks the edge Rank.

Chooses the order ability Noble Mien.

She now takes the flaws Duty, Proud, and Stiff-necked, and in recompense both takes the edge Hoard and improves Rank twice.

Step 5: Free Picks

Lúthien spends her 5 picks to increase Perform by 2, and Observe by 1.

Step 6: Record Final Attributes and Modifiers

Lúthien's final attributes are Bearing 16 (+5), Nimbleness 9 (+1), Perception 10 (+2), Strength 4 (+0)*, Vitality 8 (+1), Wits 9 (+1)*.

Her reactions are Stamina +1, Swiftness +2, Willpower +5, Wisdom +5, Defense 11, and Health 8.

Her Courage is 3, her Renown is 25.

Step 7: Finishing Touches

Being the daughter of Thingol, King of Doriath, Lúthien has a great wealth in that land. She forfeits this, however, when she decides to follow after Beren.

As Luthien is the daughter of a mighty Elf king (Thingol) and a very wise Maiar (Melian), perhaps she should not have Sindar as the racial package. I would suggest a few more points to play with in the 'pick' method for attributes and perhaps a few different racial abilities.

For Perform, I'd give her Dance as a specialization as well as Sing. That's the only change I'd make, but then, I've just read the stats once. I'll let you know if I think of anything else.

Good point about her being half-Maia, I forgot that in the rush. However; I think besides mentioning that she is half Maia, I'm not sure what sort of bonuses she'd have from being like that. And do you have any specific attributes that look like they need increasing? Bearing 16 looked good to me, 1 more than Arwen does; she's fairly nimble, perceptive, and witty; and I didn't think she needed to have too much Strength or Vitality.

Thanks, easily done! And a very good addition; it only said she sang to Mandos, but thinking on it, she danced while singing to Sauron, so that's nice.

So... if Brandir thinks she needs another pick in either Strength or Wits, then I can just give her one more advancement, with a pick in either of those attributes being 4 picks and Dance specialty being the 5th pick.
