I've been thinking of using Orions in my new campaign. Just one question, are Orions a Federation member? According to the Narator's Guide, the Orions are from Rigel which I think is smack dab in Federation territory.

No.
Some of the Rigel colonies (that damn funky system has, like, SIX habitable planets) are Federation members. But the Orion planet (Rigel VIII? IX?) isn't.
