Okay, I want to burn my Official Dumb Question of The Day (tm).
Do you GM's restrict the expanded Professional Abilities in the Star Fleet Ops Manual to Star Fleet Officers, or can anyone get them?
I'm a little torn on how I should play this.

Do you GM's restrict the expanded Professional Abilities in the Star Fleet Ops Manual to Star Fleet Officers, or can anyone get them?

While the book is clearly Star Fleet centered, I think most of the Professional Abilities can be acquired by any Starship Officer from any fleet. You might have to jigger the names a little to make them fit, but I don't see why they wouldn't work as well for a Romulan Starship Officer as they would for a Star Fleet officer.

I agree with Patrick on this one. Whiel some abilities (Infinite Diversity, We Come in Peace) seem more tailored to Starfleet, the others could easily be worked into (say) a KDF campaign...
