The Xindi Incident
As a thought, could a proto-version of Section 31 have come about because of the Xindi attack on Earth. It would seem to me that Earth would need a dirty tricks squad to gather as much knowledge as possible on the Xindi and other hostile races out there. Just a thought.

Actually given the rampant paranoia of the era, it would surprise me if they didn't have some Shadow Organization going on.

Given the world situation of, possible enforced, world peace and the chance of alien threats. It wouldn't suprise me if agencies like CIA, KGB, Mossad, etc. had already been melded together. Along with their dirty tricks units.
After all the last two of those have, arguable, the best assassination units in the world.

I'm sure that a lot of the secret service orginazations (CIA, KGB, MI6 ect ect) were destroyed during the World War III nuclear holocaust.
Also keep in mind, that Section 31 is based out of the Federation...as of right now (in Enterprise) the federation does not exist.

true...but I am thinking a front runner to S-31 with these organizations. nothing like that disappears over night.
