As to the map you found, I would say, that its is not in line with canon Tolkien material. At least half of Middle-Earth is shown (in relative detail) by Christopher Tolkien in The Atlas of Middle-Earth. For an exploration campaign, however, you could use and map you'd like, It just wouldn't be in line with Tolkien's views.
