Ah, but you see, they do have a government. A very streamlined government, but a government nonetheless.
The collective creates a unit who acts as a focal point and mouthpiece, almost like a server on a vast LAN.
In BOBW, the Borg locally used Locutus as their focal point/interface. In First Contact and Voyager, it was a Queen (using the hive mentality).
This focus takes in information and issues directives, like the brain of a computer.
Thus, the Borg have a government. And besides, they have to pay taxes on the acquisition of a Starbucks franchise.
