One thing you could do is start hinting that he will be passed over for the next promotion, because "he has started to show a significant amount of self-doubt and excersing an over reliance on support from his superior officers." After all a starship commander has to think fast on his feet. When he's staring down the barrel of a Warbird's disruptor he's not going to be able to call HQ for advice. Lead, follow, or get out of the way. That's my advice.

Alternatively, give your crew command of a smaller ship (such as a Miranda-class, Oberth-class, Sabre-class, etc).
These smaller ships are typically given to Lt Cmdrs or Cmdrs to command, so your PCs will be unable to lean on higher-ranking NPCs...and Starfleet Command is so far away when you're on the frontier...

I've just found this web site and was very impressed with the content...especially the forum...ive had a star trek campaign for about 3 years and am very excited to find a great place to talk about star trek ideas etc..
I'll just give a little info about my campaign..Its set on DS9 - we have played twice monthly for about 3 years..I have a human command officer, a bajoran security officer, a human operations officer and a terrerite engineer.
The game revolves around the station with the players doing there various assigned tasks, plus they are the members of Zulu team - a sort of away team Sisko uses in certain situations.
I've run many different role playing games over the years and have to say that this star trek game is the most enjoyable...my players take time to develop their characters and everyone has fun!!
A question i do have for you experienced narrators...does anyone have many ideas on what to do when your command officer is leaning on those NPC's above him in the chain of command....im finding lately my command officer (who recently got his promotion) wont make many decisions without asking permission from those above in the command structure - i dont want to make to nig of a deal of the situation, but im not sure how to proceed??
How about an ion-storm. It could disrupt communications for a week or so. It could force your commander to make "the big bucks"; giving him the option of commanding, or show you it's time to find a replacement.
