DESCRIPTION AND NOTES
The I’Canya (pronounced EE-KHAN-YA) is an Andorian-Tellerite design intended as an escort which has more recently been pressed into service as a medium-range patrol and interdiction vessel. The class takes its root name from a predatory bird, the Canya, which lives in the frozen equatorial marshes of Andoria (see Developers notes). The I’Canya-class Perimeter Defense ship was considered something of a throwback design at the time it was originally laid down; not an entirely unrealistic assessment of a ship that had been on the drawing board for nearly twenty years but had been pushed into the background for any number of reasons. Federation officials began to question the design’s utility in the Post-Praxis spirit of détente, blind to the reality of Interstellar Politics (such as ‘War is always around the corner from some unknown race with a plastic forehead’).
Politics, as always, played a role in the mass production of the Canyas class; it was eventually granted the go-ahead by Federation officials to be produced in limited numbers to placate the Andorians. By 2298, the shipyards over Andoria IV finally received the commissioning orders and production was underway. A total of 38 I’Canya ships were built in the first run, followed by 21 of the I’Canya’s sister-class, the Aktashars, and 14 more I’Canya’s before the Federation moved on to larger projects in the early 2320s. While this is considered a short run by modern standards for a vessel of its size and type — especially when one compares their production to the Excelsior-class which came out before and ended production after the I’Canya and Aktashar — but it was considered to be something of a major victory for Andoria. As the vessel was produced only out of a political compromise in the first place, the 73 vessels were a moral victory if nothing else.
In service, the I’Canya’s provided escorts for the famed Andorian Transports which helped to ‘civilize’ the federation interior; the vessels also perfomed scouting and patrol duties inside of the federation boundaries yet near the borders of foreign powers like the Romulans and Klingons where the stealthy I’Canya was able to elude long range sensors (i.e. the Energy sheath). While the ships served with quiet distinction, they were neither battle-wagons nor exploratory vessels and therefore did not share the glory of more well-known Excelsior and Ambassador class vessels. The I’Canya were updated on a regular schedule until the 2340s, after which some smaller systems (such as replicators) were incorporated piecemeal but nothing came along the lines of a major refit for the entire ship class after 2342.
A total of 25 of the vessels of both the I’Canya and Aktashar classes were lost between 2298 and 2256. Three from documented accidents, fourteen from battle-damage and eight from unknown causes. By the 2360s, the ships were ready to be decommissioned and many awaiting updates and repairs were simply mothballed. In 2367 there were only three of the I’Canya class in service: all stationed around Andorian space serving as Cadet vessels.
The Dominion War changed the fate of the I’Canya. Jem’hadar and Cardassian forces took out many Frontline, and even support vessels like the Excelsior and Miranda-classes. As a result, older vessels were taken out of mothballs and pressed into service. The I’Canya’s and Aktashar’s which were deemed suitable for service and upgrade (only 15 of the I'Canyas and 12 of the Aktashar's in total) were sent through a hurried upgrade program which managed to make them both spaceworthy and more combat effective in the span of an extremely short period of time. Much of the work was done in the Andorian Shipyards which had both the most detailed plans of the original design and highly motivated crews of engineers and construction-workers. The significant changes were a phenomenal boost to the combat effectiveness of both classes. The Aktashar was provided with a Pulse Cannon on her lower deflector boom while the I’Canya was upgraded with newer forward mounted High-Yield Torpedo Launchers for offense and Hull Holoemitters to augment her already significant stealth capabilities. The same stealth abilities were further enhanced through advanced composite bonding of sensor-resitant materials to the Hull and Multiphasic signature-dampening equipment in order to retain the I’Canyas proven stealth capabilities against more modern Long-Range sensors (i.e. the Energy Sheath Hull). The vessel’s interior systems were left largely untouched, although more system automation allowed the crews to be reduced significantly. The I’Canya, which once maintained a crew in the seventies is now operated with around forty sentients. The direct advantage of the ‘tighter’ crew figures for those who served aboard was that it provided for more generous accommodations (the same staterooms once held two occupants each), but the overall advantage for Starfleet was that the ship could operate with relatively small number of officers while ships like the Sovereigns and even Excelsiors were being forced to rely on skeletal crews milling about cavernous hulls. This fact has extended the Post-Dominion War ‘lease on life’ for the I’Canya tremendously, with indications that most of the surviving vessels (which would vary based on the series) will be serving at least one (if not two) 3-year tours if not three or four until the Federation is on better footing. They are joined by the Huntress-class Scouts, a design which has strong roots linking it back to the I'Canya-class.
After the War, the I’Canyas can serve as Perimeter Defense and Patrol Vessels along the boarders of the UFP. Many of the survivng vessels have been filled by Andorians in large numbers after the Dominion War’s completion. The Andorian’s strong sense of tradition and racial pride have drawn them to these ‘classic’ designs and many Tellerite and Andorian Engineers have begun to tinker with the weapons and defensive systems of the I’Canya (and the Aktashars) in order to bring them further up to date. As more of the Huntress-class are built to replace the I'Canya however, the remaining vessels will be turned toward Cadet-training duties.
DEVELOPER'S NOTES
This vessel is based on a ship which I have the deck plans for, the Akyazi-class Perimeter Action Vessel from “the Ships of the Star Fleet” (note the space, interesting way around copyright I tend to think). The vessel has a decidedly TOS feel to it, so I made sure to make it an older ‘transitional’ ship roughly from the Movie era with a strong TOS-retro look. By the standards of TOS, this is a nasty little bugger, but it is somewhat weak by 24th century/TNG standards. That is how it is designed, the kind of ship that would be moderately easily upgradable and useful in the DW/immediate Post-DW era.
- Playing in/around the late 23rd /early-24th Century (2298-2242): No Hull Emitters, but the Andorian design for Weapon Signature Dampening Fields (WSDF) mentioned from Among the Clans (p. 70) would be substituted and thus the front phaser emplacements would be placed behind retractable ‘doors’ to make the vessel seem less-armed. Not as good as using Holo emitters to appear to be the last Transport in a line of unarmored cargo ships but hey, it is not all bad either. The Energy Sheath Hull is also an integral component of the class, not as efficient as after the final refit but certainly capable of eluding sensor technology of the major races during the period (i.e. effectively a tie). The phasers should be something like Class VII’s in Forward, Port-side and Starboard-side firing banks with very weak Aft and Ventral phasers (maybe Type VI’s). The photon torpedoes are ‘as-is’ although the Torpedoes of the period are probably weaker.
- Playing in/around the mid-24th Century (2342-2365), use the vessel ‘as-is’ just without the Hull Holoemitters and using only basic torpedo launchers.

ALSO: Regarding the name of the class, Canya is the bird mentioned on pg. 34 of Among the Clans. The Prefix ‘EEN-’ is one that I have made up. It is often added to indicate ‘a guardian or defender’. Because the ‘N’ would abut the ‘C’ in Canya (actually it is a ‘K’ phonetically) – and thus violate the consonant-consonant rule – the ‘offending’ letter of the prefix (‘N’) is dropped per the rules on pg. 125. Thus we get EE –K’A’N’YA/I’Canya, or the ‘Defending Canya’
