Step 1: Concept
Physically she is a tall and fair woman; graceful; with blonde hair and light skin. 24 years of age at this time, in 3019. Daughter to Eomund, sister to Eomer, both great men who won renown; the warrior-blood flows in her veins. She has tried to help her uncle, Theoden King of Rohan, who has fallen under the evil influence of Saruman and his slave Grima Wormtongue.
Her only fear is a cage with bars; she feels trapped in Edoras and fears that she will waste away, doomed to wait on the men until she no longer feels the lust for battle and renown.
Step 2: Primary Attributes
Chooses to use the Pick Method, and assign the following: Bearing 10, Nimbleness 7, Perception 7, Strength 4, Vitality 9, and Wits 5, then adds 2 points to Nimbleness, 1 to Perception, 3 to Strength, and the last 2 to Wits.
Step 3: Race
Chooses Race of Man, and Subrace of Middle Man. The attributes are modified with Strength +1 and Vitality +1, making them: Bearing 10, Nimbleness 9, Perception 8, Strength 8, Vitality 10, and Wits 7.
Chooses one of the backround packages, one made up by the narrator: Lady of Rohan, which gives her Armed Combat +1, Ranged Combat +1, Ride +2, and the edges Stern and Rank.
Decides to take the flaw Proud and take the edge Strong-willed in recompense.
The Racial Abilities are Adaptability, Dominion of Man, and Skilled. Skilled now adds 2 picks to her Racial Package, and she puts them both into Armed Combat making it +3.
She takes her Language and Lore by multiplying her Wits of 8 by 3 for a total of 24 picks. She takes Language: Rohirric +4, Language: Westron +4, Lore: History (Men) +6, Lore: Realm (Rohan) +4, and Lore: Race (Men) +6.
Step 4: Order
Chooses the Warrior order.
Selects Bearing and Strength as her favoured Attributes and Willpower as her favoured Reaction.
Takes the Shieldmaiden package made by Colin Chapman: Armed Combat +3, Healing +1, Inspire +1, Intimidate +1, Observe +2, Ranged Combat +2, Ride +2, Run +1, and Siegecraft +2.
She puts five bonus picks into her order skills, taking one point each in Climb, Inspire, Jump, Ride, and Stealth.
Takes the Valour edge.
Chooses the Warrior-born ability.
Chooses the flaws Duty, Fealty, and Fey, and takes the edges Fair, Rank (improved), and Valiant.
Step 5: Free Picks
She is further customized by her 5 free picks, which she puts into Wits to make it 8.
Step 6: Record Final Attributes and Modifiers
Her final Attributes are: Bearing 10 (+2), Nimbleness 9 (+1), Perception 8 (+1), Strength 8 (+1), Vitality 10 (+2), and Wits 8 (+1).
She puts her Adaptability racial ability into Willpower, making her secondary Attributes: Stamina +2, Swiftness +1, Willpower +4, Wisdom +2, Defense 11, and Health 11.
Her starting Courage is 4 because of her Dominion of Man racial ability, and her Renown is 11 since she is already 'loved by all' in her homeland as the Lady of Rohan.
Step 7: Finishing Touches
Being the sister-daughter of Theoden, Eowyn has at hand swords, spears, armor, and horses of her choosing, in addition to other survival gear she may need.

I like your write-up! Here's a few things I would consider
Dropping her Str to 9 (I don't think she's strong enough for a +2 mod)
Giving her the skill Debate +2 (Negotiate)
Giving her the skill Guise +3 (She did pass herself off as a man for quite a long time)
That's the only minor tweaks I'd do personally.

Good catches and input, Alathriel! Actually, when I posted her on the Decipher boards someone noticed I think some or all of those, and I thought I had changed her... hmmm, I'll have to find out if I accidentally copied the wrong document, hehe.
I just updated her rather largely you might notice. I found that I had accidentally put an older copy of her up there; this one has taken into account basically all the criticism on the Decipher board, as well as Alathriel's for the most part, so of course it's rather better. Enjoy!
Will be fun to compare this and Eomer's write-up when TT sourcebook comes out. I have a feeling Decipher might jack her up an advancement or three though.

My guess is no, as the legal complications of a writer copying or being heavily influenced by outside fan-made submissions are considerable.
In fact, I remember talking to Mike Stackpole (who has written many Star Wars novels) and he said that he never, never, reads any fan-based SW stuff, and felt ethically and professionally obligated not to for fear that he might inadvertently plagiarize someone.

You personally have talked to Michael Stackpole? Sweetness! Although I personally like Timothy Zahn's Star Wars books better.
